It depends. If the applicant is applying for the first time, or the applicant is reapplying and does not have the old passport or the passport was issued more than 15 years ago, the applicant must appear in front of a government agent at the time the application is executed. In all other cases such as passport renewal, request for additional pages, etc. it is acceptable for someone else to submit your documents without you being present, as long as all applications are signed and completed.
12. Does an infant need a passport?
Yes. Infants are required to have a passport if traveling overseas. Please check with your airline for their requirements if you are traveling to Canada or Mexico.
